Technically, the petal as a whole is dead, but the cells within it are more or less still alive for the meantime as they don't die immediately after being plucked. It's like how if you shoot someone in the heart, they're still alive for a moment to a few minutes

Dead ,when there is an whole in the petal then also it is considered as dead petal .
A petal will be fresh when it will be plucked but it is still cosidered as dead because when an person is dead even they will look normal but after that they will start decaying
