Petal as a whole is not alive.
It lacks almost all the criteria required to be called a living being.
Reproduction,growth,metabolism, stimuli ,etc. are absent.
However a petal in the presence of a flower(in unplucked state) shall be called living.

The petal plucked from the flower is NOT considered alive according to the characteristics of life because -
1. It will soon DIE because the Cells will loose their contact with the leaves, which are the PHOTOSYNTHETIC MACHINERY of the plants.
2. XYLEM and PHLOEM will loose their activity because of the DISCONTINUITY and so NO TRASLOCATION of water and solutes will occur.
3. It would neither be able to show REPRODUCTION nor it will respond to any type of STIMULI, so because of NO CONCIOUSNESS, The petal will be considered non living.
4. It will not carry out any METABOLIC processes also.
