Think and answer.
Millions of small children in India work in shops, in factories, and in homes.
Is it allowed by the law? Do you think these children know about their
Fundamental Rights? Can we consider the people who employ small children
as good citizens?

This is indirectly child labour. No Law hasn't allowed this and there are many laws for prohibition of this kind of child labour. But since these children do not have much education and most of them are illiterate , they do not what's happening with them and how they can oppose it. They just work on those shops to keep their body and soul together.

When it comes to that whether who employ these small children are good or bad , then it depends upon the behaviour , if a shopkeeper has employed some children in his shop and is giving them money as well as dignity or respect then he can be termed as good and vice versa.

Overall , these shopkeepers should help those children by educating them , sending them to govt. schools.
