They do so because they don't want to encourage their habit of begging.

Some don't help others because they may not be capable of doing so.

While others don't help those in need because they have an arrogant behaviour.

Some people do help but this is not approved by the others.

I once happened to pass by a beggar. I felt really bad for him so I helped him by offering him some food.

This feeling was surely good and I felt like I had done a good job. But my elders have said me to just help with good and not money as this would encourage their behaviour of begging.
