I would firstly implement electricity as it is scarcely available in village areas and most people have to live under a kerosene lamp.
Then I would implement schools as there is a must need for education among the children in village areas.
And at last I would put up Hospitals as people in villages remain uncured of many unknown diseases and die at last.
