Providing good roads
I suggest this plan because tractors are mostly used in villages for transportation. It becomes late if there are no nice roads. So if he is late he may get loss.If I got a chance first I will provide good roads

Providing good health facilities
most of the farmers in village are old aged farmers.Even tough their health is not nice they will cultivate land etc. for their children. So I will provide good health facilities also
