neem cake is used as fertilizers because when it is mixed with urea or other fertilizes with nitrogen in them it increases their efficiency because it reduces the rate of nitrification.this then reduces the rate that nitrogen is released and increases the length of time nitrogen is in the soil ...

I think it is mixed with urea or fertilizers, nitrogen in them mixes with great efficiency to rate the increase of nitrification, that's why neem cake is used as a fertilizer.
