# keeping military away from controling govt

# establishing a sovereign and functional state

2 => challenge of expansion

# applying the basic principles of democratic government across all the region different social groups and various institution

# inclusion of women and children

3 => challenge of deepening

# this involves strengthening of the institution and practices of democracy

# it help in the people participation and control
