This is human psychology....
No one can change it.
Everyone know that humans are born lier.
And this has been proved.
We use to do what we are not supposed do do, and when we are asked for the reason and also not being allowed to do that again we simply agree with it. But, after some time we repeat the same thing again.
That's why this happened,
We use to promise that we will not repeat this or that but we repeat it again after knowing that we are restricted.
