Birds are free animals. They are symbolic of freedom and independence. But here, the bird is under control of a someone. It's not free. It is, as said, "a caged Bird".
The bird flaps its wings but not to soar high in the air. It's sad because it can not fly freely in the sky. The wings are useless to the bird now that it's a caged Bird. A free bird will sing naturally...but a caged Bird can not do anything inside a cage. It's freedom has been snatched away. A caged Birds and a free birds songs if compared, we will see it's never as the same as the latter.
