What does it mean when it says reported below someone’s question or answer?

Reported means someone has already reported the question/answer.
Report may be for any thing that is against guidelines of Brainly.
Like adding Wrong/sexual questions or copying answers from another website or insulting anyone...
After someone has reported, moderators check it, and then delete if they feel the content is not suitable.. Hope it helps

No, until you have many reports, it dosent get a warning. And you can mark be brainliest because none other have answered :) , if you press the report button you can see the options to report, just dont do them :)

No it doesn't a big matter its just mean that it had been asked further by anybody
