NEW DELHI: The Delhi high court has given its nod to bring University College of Medical Sciences (UCMS) under the state government to end dual administration.

A bench of Chief Justice G Rohini and Justice R S Endlaw has given the state government and Delhi University six months to wrap up the handover process. Currently, UCMS functions under DU, while it’s mother hospital Guru Tegh Bahadur falls under the state government.

HC acted on a PIL that urged the court to end dual administration, and run the institute along the pattern of MAMC and associated hospitals.

“Considering the fact that nearly ten years were taken to implement the Cabinet decision dated August 25, 2005, both DU and the state government should now complete the process of handing over / taking over of UCMS, latest within a period of six months from today,” the bench directed in its order.

The dual administration has been a bone of contention since 2002. In 2005, HC offered three solutions: convert UCMS-GTBH into an autonomous body, transfer UCMS to the Delhi government, or hand over GTBH to DU. While the first solution was ruled out on the ground that the capital already has AIIMS, the second issue was rejected by DU and the third was opposed by the Delhi government.
