To get answer as 1728, the power should be - 3 instead of -2, otherwise answer is 144.

Check both the answers

 {( {4}^{ - 1}  -  {6}^{ - 1} )}^{ - 2}  \\  =  {( \frac{1}{4} -  \frac{1}{6})  }^{ - 2}  \\  = {( \frac{3 - 2}{12} )}^{ - 2}   \\  =  {( \frac{1}{12} )}^{ - 2}  \\  =  {12}^{2}  \\  = 144

 {( {4}^{ - 1}  -  {6}^{ - 1} )}^{ - 3}  \\  =  {( \frac{1}{4} -  \frac{1}{6})  }^{ - 3}  \\  = {( \frac{3 - 2}{12} )}^{ - 3}   \\  =  {( \frac{1}{12} )}^{ - 3}  \\  =  {12}^{3}  \\  = 1728
