This is quite a complex sectors of a circle question, how do I approach it?

It is not as complex as it seems .

The circumference of the base of the cone is nothing but the arc length of the sector.

Thus;

Circumference = 2πr

8π = 2πr

r = 4cm

therefore radius of the base of the cone is 4 cm.
