I will not say that my answer is correct by any means, as there can be a lot of diffrent interpretations in Languages.

Here, the author was on a visit to New England village, where it is very cold. There are large snowfields there. Practically, everything is covered in snow.
There were no trees or bushes to be seen around, and the animals seemed to have migrated to warmer places.

Here starts your highlighted paragraph. Even though the sun was shining, the day was very cold. Bushes and grass [I am not sure about this] were almost covered by snow. Just before being covered completely, they appeared to take one last look at the earth. Everything was then covered with snow, and grasses appeared like sharp pieces of ice.

I am really not sure what the author means by "She rose up decrepitly". Perhaps it means the "Earth" , before being covered with snow? Perhaps it indeed refers to bushes, as I gave in my answer? 
I can honestly not say with clarity.
