This is false . Indian national Congress cooperated with British Government during World War I in 1914. They cooperated with British government on a hope that in their favour return British would help them and allow INC leaders into British legislature. And the leaders of Indian National Congress thought that they could be recruited as high official post in legislature. Later it would be beneficial to Indians.
