now differentiate both the side with respect to h

$\frac{dv}{dh} = \frac{3}{2} (6h + 4)^{ \frac{1}{2} } - 0$

it can be written as,

at h= 0.6

$\frac{dv}{dh} = \frac{3}{2} \times \sqrt{6 \times 0.6 + 4}$

$\frac{dv}{dh} = 184.25$
