I'm not from Tamil Nadu...but from ur neighbouring state...
The family in Kovai can prepare idly faster than the one in Ooty... It's bcz for the prep for idly, the mixture of flour and water should be boiled in the idly tray...So Ooty is higher altitude....So it takes more time to boil the water....So it takes more time....
My answer is based on Physics and atmospheric pressure variations and its effect on temperature...
I believe it is scientifically correct...
But I don't know whether u asked this question as a riddle...
