This is so because of the Third Law of Motion, which states that every action has equal and opposite reaction.
When Ravi applies a force of 5 N on Spring balance II, both Spring balance will show same reading of 5 N on their scales. It means that force exerted by spring balance II on Spring balance I is equal but opposite in direction to the force exerted by balance I on II. The force which balance II exerts on balance I is called the action and the force which balance I exerts on balance II is called reaction.
