Though oxygen is a supporter of combustion and hydrogen is combustible, water - a
compound of hydrogen and oxygen - is neither combustible nor supports combustion.
Which of these correctly suggests why?

When two elements combine to form a compound, the properties of the compound formed are different from the properties of parent elements.

Therefore, though hydrogen is combustible & oxygen helps combustion, the water helps to extinguish the fire. Here, hydrogen and oxygen help combustion but their compound reduces combustion.
