Though the government is launching and introducing many schemes to educate the people and also to improve the health conditions, why are we not successful in having our population as an asset instead viewed as a burden. Countries like Japan have made a mark for itself in the world despite lacking in natural resources and also experiencing natural disasters?

this is largely, in my opinion, because of the focus of politics on religious and sentimental differences in our country whereas development in other countries. the british left behind a policy of divide and rule, which i feel is still being used today by political propagandists, not allowing proper utilization of our country's human resource and hence it is being viewed as a burden rather than an asset.
ofcourse improper and lack of infrastructure and education and training is also a major factor for the same.
however this condition sure seems to be changing in todays time under the leadership of shri narendra modi who is focussing on mantra on development and growth of one and all.
