hey mate,
here is ur answer.,

total number of votes counted= 1136 + 7636 + 11628
=20,400

winner of election is the person who got highest votes that is third person.

so, percentage is calculated by,

 =  (\frac{no. \: of \: votes \: winner \: get}{total \: no. \: of \: votes}  \times 100)\%

 =  (\frac{11628}{20400}  \times 100)\%


 =  (\frac{11628}{204} )\%

 = 57\%

so,

57% total votes did the winning Candidate get.
