 For the same velocity and electric field, the bending depends on charge per mass ratio. 

The charged particle 3 bends most. So its charge/mass ratio is the highest.The particle 3 moves towards negative charges.

So it is a positive charge.Particles 1 and 2, move towards positive charges. So they are negative.

We know that Work Done is equal to -∆PE.

So whenever a charged particle moves in the direction in which the field is flowing, Work Done on the particle is positive therefore the final potential energy will always be lower than the initial and hence it will decrease.

Similarly when the particle moves against the direction of field, it has to do work and therefore the work done is negative and hence the final potential energy will be higher than the initial and will increase.
