Use a Red Litmus Paper and drop one by one in all three solutions until it turns blue in any, as it does, that solution will be the Sodium Hydroxide (Base). Now take the Blue Litmus Paper (or the same Red Litmus Paper used before, that had turned blue) and put in both the remaining solutions. The one that change its color to red would be the Hydrochloric Acid (Acid). The last solution would be the Sugar Solution (Basic Solution that don't react with any of the Litmus Paper).
