see ELECTRIC POTENTIAL IS A SCALAR QUANTITY so it can't be zero because of vector addition but it can be zero if there are equal +ve and equal -ve charges (here it is unequal)
And ELECTRIC FIELD INTENSITY IS A VECTOR QUANTITY so it can be zero because of vector addition
VECTOR ADDITION MEANS IF IN A POLYGON THERE ARE CHARGES OF SAME MAGNITUDE AT CORNERS THE VECTOR SUM OF IT WOULD BE ZERO
