it is not true for all milticellular organisms .
1. they cannot divide cell by cell.
2. the reason is that many multicellular organism we have seen are not simply random collection of cell.
3. specialised cells are organised into tissues and tissues are organised into organs and organs are placed in definite positions in our body.
4. so cell by cell division is impractical.
5. multicellular organism therefore need to use more complex ways of reproduction.

In multicellular organisms,
Specialised cells are present at different different places of the body
If fragmentation takes place all the specialised cells will not be present in that fragment
So fragmentation is not possible
Hope it helps
