So according to the question,

Highest resistance :-

R = R_1 + R_2 + R_3

R = 2 + 3 + 6

 \boxed{R = 11Ω}

Minimum resistance:-

 \frac{1}{R}  =  \frac{1}{R_1}  +  \frac{1}{R_2}  +  \frac{1}{R_3}

 \frac{1}{ R} =  \frac{1}{2}  +  \frac{1}{3}  +  \frac{1}{6}

 \frac{1}{R}  =  \frac{3 + 2 + 1}{6}

 \frac{1}{R}  =  \frac{6}{6}

 \boxed{R = 1Ω}

No we can't make 4.5 Ω resistance using the given inputs.
