From the first condition,

Va−Vb=1/√2(iˆ+jˆ)

1/√2(iˆ+jˆ) is unit vector along NE direction.

From the second condition,

Vb−Vc=1/√2(−iˆ+jˆ)

1/√2(−iˆ+jˆ) ​is unit vector along NW direction.

Velocity of C wrt A is

Vc−Va.=(Vc−Vb)−(Va−Vb)=1/√2(iˆ−jˆ)−1/√2(iˆ+jˆ)=−2‾√vjˆ

So C is moving toward South wrt A.
