The entire history of the world can be
divided broadly into Paleolithic, Mesolithic and Neolithic (old stone
age, middle stone age and new stone age respectively).
Coming to the case of the Indian sub continent, Harappa was a neolithic settlement/civilisation. It was one of the 'sites' of the famous Indus valley civilisation and since it was the biggest site, the civilisation is often referred by the name of the site as the Harappan civilisation.
So, to answer your question, the 'neolithic' terminology is a classification of time period in history, and 'Harappa' was a site from a civilisation which existed 'in' the particular time period in the Indian subcontinent..
