The greatest weakness is the swaying of public opinion against a war, and the subsequent pressure on elected officials to weaken the military response (think Vietnam). As in most things, a greatest weakness is also a greatest strength. When a people are united against a common enemy, they are veritably unstoppable (think WWII). Everything else follows which way public opinion is swayed
