Yes, completely but only in Parliamentary form of government not Presidential form of government.

In Parliamentary form of government,PM or Prime Minister is the defacto executive /real executive/head of the Government,while the President( Monarch in Britain-Constitutional monarchy) is de jure executive of the State/Constitutional head of the State .e.g. of countries-India ,Britain,Japan,Denmark,etc .

Also,all the powers of the President in Parliamentary form of government,are practically exercised by PM and his cabinet.

Therefore, thereoritically,

All powers=President/Monarch

But Practically,

All powers=PM+cabinet.
