The taxonomic classification is intended to show biological relationships between the classified species, and while many names are generally descriptive (many Amphibia, are, obviously, amphibians) there are often exceptions. So two Amphibia are going to be related species, even if they don’t have the same living habits.
Similarly, neither flying insects or bats are Aves, despite the fact that they fly.

Tortoise is considered as a repltile not an amphibian although it survives both in land and water region because they don't have gills but they have expanded lung system.Also their body is scaly and they have backbones.Which indicates that the tortoises have more features of a reptile rather than an amphibia.That's why they are counted in reptiles not in amphibians.
