if you are asking about iodine povidone solution iodine is mixed with povidone and that povidone is diluted in water

but if you are asking about the iodine tincture elemental iodine is mixed with ethanol (in which it is soluble) and added with potassium iodide solution(usually iodine concentration is about 5% thought it can be as low as 2% and as high as 7%)
