Depends on what you're using it for!
Some people are just on there to waste time and flirt online. That's fine for them, but if that's not what you're wanting, then talking to them could be considered a waste of time.
Some people are on there for a one time hookup. If that's what you're looking for, and you come across one of those people, then it wouldn't be considered a waste of time.
Some people just want people to chat with, hang out with, just looking for friends and some shallow level of socialization.
With all that said, I made long lasting friendships using tinder. I got to know people, good and bad people, people looking for the same thing I was looking for, and maybe a few crazy people. It could be considered a waste of time, but...
I also met my boyfriend on tinder. We bonded over pizza preferences. All the time I "wasted" and crazies I ran into were more than worth my time.
