According to Gandhiji, Non-Cooperation could become a movement by the following processes. The movement should unfold in stages. People must boycott all the shops and picket markets as well as all the institutions that was the symbol of British Authority. Also all the officials must give up their jobs, boycott offices, law firms and surrender all the titles that were given to them by the government.

If the government still does not listen to people,the Congress would launch a complete Civil Disobedience Movement. By 1919s and 1920s Mahatma Gandhi and The Ali Brothers toured extensively for gaining the mass mobilisation of people for the same.
