To build a fire rising action starts from the part where the man falls into the frozen lake up to his knees .He knows he will have to build a fire to keep his feet warm to prevent hypothermia.
When he builds the fire, he pulls off twigs from the branch of the snow laden pine tree which is not happy with it's twigs being pulled off. So it makes the snow fall on the fire putting it out. The next few moments are display of his shock and anguish and finally death up to which the suspense starts building up.
