Local time implies the time of a place determined on the basis of apparent movement of the sun. Standard time refers to the fixed time for places falling in the same meridian, set in a country by law. Places on the same longitude have same local time. Places on the same longitude have different standard time.

Greenwich Mean Time: The Greenwich Mean Time acts as the standard time for all the time zones in the world. It has a time difference of 0 and is located in Greenwich, England.

It is based on the distance of the Prime meridain.  

The Prime meridian is an imaginary line.

For example,  

Consider India and Brazil,

Time: 6 am in India and 9:30 in Brazil.

Time Difference:

India is 5 hours 30 minutes ahead of GMT.

Brazil is 3 hours behind GMT.

Brazil is 8 hours and 30 minutes behind Indian Standard Time.

So, IF 6 am in India then its 9:30 pm in Brazil.

This is how the difference between the local times of two places is determined.
