In the picture Vf is the voltage at forword bias condition of the zener diode which is between 0.3 to 0.7v.

0.3v is for Germenium and 0.7v for the Silicon construction of the zener diode.

Vr is the voltage at reversed bias of the zener diode.

The zener breakdown occurs at -5mA reversed current normally.
