To get a clear solution of BaCl2 use distilled water which is free from all ions. Tap water may contain chloride which may interfere the solubility. Similarly Dil HCl also give the common ion chloride which may interfere the solubility. With sulphuric acid it forms a white precipitate of BaSO4.
