If you are referring to plebeians in the Roman Republic, the question is in the wrong category!  (This is not American History).  Anyway, the assembly that was formed was known as the Tribunes.  The Roman Senate represented the nobility, while the Tribunes represented the commoners (i.e. the plebeians).
