Potential Energy/Work done=

  \frac{1}{2} k {x}^{2}

So

0.4 =  \frac{1}{2} \times  k \times  {0.02}^{2}  \\ or \: k =  \frac{0.4 \times 2}{( {0.02})^{2} }  = 2000 \:

Thus, spring constant=2000 N/m
