  1. It depends on intermolecular forces in the liquid.Your question can be answered in two ways:

  1. If 10mL and 100mL are of same liquid ,10mL will definitely boil first;since fewer molecules in 10mL will offer less intermolecular forces than more molecules in 100mL.

If 10mL and 100mL are of different liquids,rate of boiling will be high for relatively volatile liquid due to less IMFs between the molecules than the other high-boiling liquid.

While concentration may show effect that 10mL non-volatile liquid(if I consider) will boil out earlier than 100mL volatile(assuming) liquid.A GLASS OF PETROL WILL BOIL OUT VERY EARLIER THAN GLASS OF WATER HAVING SAME VOLUME.BUT a cup of water can boil out earlier than gallons of petrol.So if you decide on concentration,10ml is more likely to boil out earlier but not necessarily;as you should take into account the intermolecular forces in respective liquid(s).
