To take the boat awayfrom the bank of a river, the boatman pushes the bank wiyh an oar.

This is because we know that on every action there is equal and opposite reaction by Newton's third law of motion.

When the boatman pushes the bank with that oar the bank also pushes the boat equally and hence the boat can go forward.
