To a very large extent.

Explanation:

Facilities and support provided by the local government are the most basic and essential subsidy and welfare schemes that citizens receive from the governments. Facilities such as clean drinking water, subsidised rations, housing, electricity, etc improve the living condition of the citizens especially the poor people.

Similarly, support schemes such as public healthcare, employment, campaigns, etc provide the citizens with opportunities and good livelihoods. These facilities and support from the local governments are the most necessary provisions that helps in developing the living condition of the people.

Thus, they enhance the quality of life to a large extent and help in the Human Development Index of a particular state/nation.
