Answer:

The “federal character” principle, which has been enshrined in Nigeria's Constitution since 1979, seeks to ensure that appointments to public service institutions fairly reflect the linguistic, ethnic, religious, and geographic diversity of the country.

To what extent our federal character is successful in reality

Explanation:

  • The 'Federal character' concept, enshrined in Nigeria 's constitution since 1979, aims to guarantee a equal representation of the cultural, racial , religious, and regional diversity of the country in appointments to public service bodies.
  • However, despite the advantages of federal character in reality it has not been very successful. It encourages mediocrity and civil sector corruption. This is often seen as a contradictory balance between the principle of merit and the quota method. It has a diverse implications concerning public service discipline, morality, and overall efficiency and effectiveness.
  • This sets up racism rather than nationalism and encourages race. It does not restrict the executive's powers in distributing resources to satisfy the different divisions of society. Most ethnic groups are sometimes disadvantaged as the a less qualified person can have unfair benefit
  • It has  failed to prevent inter-ethnic conflicts like Boko-Haram Crisis, the Jos-Plateau Crisis, Agileri-Umuleri Crisis, Tiv-Jukun Crisis, and so on. This has contributed to the bloated cabinet since all segments of the state are being represented Nigerian Government.
  • Considering the various obstacles presented by the concept, it is fair to accept that its execution is a challenge. Two ways in which it has achieved better in applying the concept of federal character are – the National Youth Service Corps (NYSC) and military recruitment. In other places though, it has not done the same, which is why the Federal Character principle has been controversial
