( - 2) ^{4}  = ( - 2)( - 2)( - 2)( - 2)

 = (4)(4)

 = 16

Let the number be = x

 \implies \:  {x}^{ - 2}  = 16

Make the power positive by resiprocaling the number

 \implies \:  { ( \frac{1}{x}) }^{2}  = 16 \\  \\  \implies \:  \frac{1}{x}  =  \sqrt{16}  \\  \\  \implies \:  \frac{1}{x }  = 4

On transposing the terms :

 \star \: \boxed { \frac{1}{4}  = x} \\  \\  \therefore \:   \large\red{number =  \frac{1}{4} }
