Non party basis means....

Elections are conducted by directly nominating the some popular people of the village as a candidate , and conducts elections for them....

Due to the federal structure of our country's political system,the public elections are conveyed in different levels of a government.

And most of these elections are based on some political parties, excluding the gram panchayat elections which are the local elections for electing panchayat administration in the rural areas.

Here the political parties are not involved,the famous and socially prestigious people participates in the panchayat elections.
