as we all know on moving down the group acidic character increases so bromine is more acidic and hence it appears / react first ..

Name the chain from that side where substituent gets the lowest possible number and in case of halogens no one has priority over other except for alphabetical order , I mean number them according to alphabetical order , b comes first so bromine will get lowest possible number as compared to chlorine
