you might have heard about proverb that....
''government is of the people, for the people and by the people''..
so.....because the government is by the people so a legitimate government is answerable to the public...
the government should satisfy the people with their decisions. and their decision should not be against the interests of people......

Ours is a Parliamentary Form of Government therefore our President is only a nominal head of the state . Thus the Council of Ministers, headed by the Prime Minister, is the most powerful institution in the Indian Policy.
