To whom is the poem where the mind is without fear addressed

the poem is addresed to god to the supreme ultimate . the poet urges the supreme ultimate to build such a nation where minds works without any fear and the haed of the individual is always held high.
there is no who , what or where in the answer. the collective is all of them but none of them . its a democracy like an ant hill with no queen . it can better be described as a computer program environment and the people are the software and hardware with the only job of gathering other species and inteligence  to further the collective hive. addendum: Except in the flim first contact they created a Borg queen who was always in control which negates everything that went before about them being just a hive mind . an unfortunate plot device which is in my opinion destroyed the beauty of the blog.
